        url: http://10.10.10.18/qemuarm64/core-image-minimal-qemuarm64.ext4

Should be

        image_arg: -format=raw,file={rootfs}
        url: http://10.10.10.18/qemuarm64/core-image-minimal-qemuarm64.ext4

ie "-format" instead of "format"

Tested and working fine on my debian machine(with out lava server)
